IS REO

From LFS Manual

Introduction

The REOrder packet is sent by LFS at the beginning of the session to indicate the starting order of the players. It can also be sent to LFS to set the grid for the next race: in that case, it should be sent after receiving the SMALL_VTA packet informing that a vote completed and its action is about to take place; sending the IS_REO packet in other situations has no effect.
